Security Action Plan
Creating a unique and captivating urban destination connects communities and forms a thriving downtown for all. With this goal in mind, the Downtown Denver BID invests in programs and infrastructure, like trees, waste receptacles, flower planters and more that contribute to an inviting, sustainable pedestrian environment.
Security Action Plan
The Downtown Denver Partnership and Downtown Denver Business Improvement District have long advocated for, and have had an unwavering commitment to, ensuring the Partnership has right policies, programs and resources in place to create a safe, welcoming and inclusive environment for residents, employees and visitors alike. To create a safe and welcoming environment downtown, the Partnership and BID launched the Downtown Denver Security Action Plan in 2016 bringing an array of programs and resources to support property and business owners, employees and the general public.
Completed in January 2016, the Downtown Denver Security Action Plan is a comprehensive and holistic look at how the private sector supports safety and security efforts. The plan details more than 240 action items ranging from improved lighting and management of alleys to enhancing communication programs among property owners and businesses. The development of the Plan was led by the Partnership, with consulting support from KPMG and funding from the BID, the City and County of Denver, the Regional Transportation District and Brookfield Properties.
Since the implementation of the Downtown Denver Security Action Plan, more than 80% of Downtown stakeholders say they feel safety on 16th Street has improved.
The Plan includes five focus areas: infrastructure and environment; communications, education and responsibility; regulation and enforcement; information and coordination; and strategy and management. Diverse in techniques and tactical approaches, more than 350 individuals and 2,500 survey respondents informed the development of the action items.
The Plan provides a structure to leverage the resources of all stakeholders to most efficiently address safety and security in Downtown Denver, including on 16th Street and to enhance overall consumer confidence in the space. Funding for the Security Action Plan came from the DDBID and Visit Denver.
We work closely with the Denver Police Department to ensure adequate numbers of officers are on duty to support safety and security Downtown, in addition to focusing on the following key areas:
Private Security Team
The DDBID deploys a team of Public Safety Ambassadors to provide a security presence on 16th Street and the Business Improvement District 20 hours a day, 7 days a week. Public Safety Ambassadors welcome employees, residents and visitors, help direct individuals in need of social services to the appropriate resources, and work closely with Denver Police Department officers and private businesses in addressing unlawful behavior.
Tree Health
The BID provides a base-level of care for all trees adjacent to commercial properties throughout the district. Not only does this relieve property owners of some of the burdens associated with tree care, but also helps to support a healthy tree canopy by putting all the downtown trees under a centralized care system.

Creating Safe & Secure Alleys
15 alleys along 16th Street are permitted to create an environment where only permitted uses will be allowed – such as emergency and trash collection – to support public health and safety, as well as support leveraging the alleys as public spaces. We have also funded the addition of lighting to nine alleys along the 16th Street Mall that in addition to being illuminated host awe-inspiring art.
